In order to help residents actively engage in their own health and wellbeing, while supporting caseworkers with their caseloads, DHCF launched the District of Columbia Access System (DCAS). DCAS is an Integrated Eligibility system built on the Cúram Platform which provides a Customer Portal, a Case Mangement framework and an Eligibility and Entitlement Rules Engine streamlining Medicaid, the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance to Needy Families (TANF) and other benefit programs, in one cohesive system.
For more than a decade, this system has helped residents apply for and manage their own benefits online, while helping caseworkers more seamlessly manage applications, determine eligibility and process authorizations for multiple benefits in one integrated system.
In a new contract, The District of Columbia, Office of Contracting and Procurement (OCP), on behalf of the DHCF has selected the combined team of Cúram by Merative and D2Sol for the operations and maintenance support of the DCAS integrated eligibility system.
“Our goal is to make sure the system delivers an intuitive, user-friendly experience for District residents while maintaining robust support for employees, ensuring DCAS continues to enable the delivery of benefits to District of Columbia residents most in need.” said Anthony Vellucci, Managing Director, US Account Management, at Cúram. “We are proud to collaborate with D2Sol in maintaining and advancing the capabilities of DCAS, ensuring it continues to meet the needs of the community it serves."
DCAS also contains a website based on Cúram's Citizen Engagement solution, referred to as “District Direct” and a Mobile Application referred to as “District Direct Mobile” to provide multiple access points to digital services that allow beneficiaries to interact with their cash, food, and medical benefits as administered and managed in the DCAS Cúram case management system.
The partnership with Cúram and D2Sol provides full support for the entire DCAS application, from citizen and worker portals to core functionality and backend operations. In maintaining and advancing the capabilities of DCAS, this collaboration ensures the system will continue to meet the needs of the community it serves.
The depth and breadth of experience of Cúram in performing services of a similar size and scope was a key consideration in the partnership with The District of Columbia.
