Establishing a new national social security agency
Designed with and for the people of Scotland, the Scottish Government established Social Security Scotland, a new agency to deliver social security benefits to low- income citizens. The agency now delivers 13 benefits, serving 1.8m people.
Social Security Scotland has received a number of awards in recent years:
Modernising a national benefits delivery programme
The Government of Canada is modernizing and strengthening the way it delivers key statutory benefits to Canadians through the Benefits Delivery Modernization Programme. Old Age Security (OAS) is the first benefit programme to onboard to the new common benefit delivery platform.
In June 2023, an initial first group of OAS clients were brought onto the new platform, including case management support for 600,000 Foreign Benefit clients. The next phases of the OAS migration, scheduled to be completed in December 2024, will see approximately 7 million new and existing OAS clients transitioned onto the new Cúram platform.
Delivering public assistance during a crisis
As the largest social services agency in the United States, The New York City Department of Social Services Human Resources Administration helps more than 3 million New Yorkers through the administration of more than 12 major public assistance programmes including Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP).
ACCESS HRA receives 6 million monthly logins, with about 63,000 new accounts created each month. In a major shift from just a few years ago, new benefit applications are submitted almost entirely online. Approximately 90% of new SNAP and Cash Assistance applications are submitted online, as are nearly all applications for Fair Fares.
“The huge take-up of this new benefit in its first three months highlights just what can be achieved when you design a service with the people who will actually use it. In doing so, we have simplified the application process and offered multiple ways to apply.”
Shirley-Anne Somerville
Cabinet Secretary, Social Security Scotland
“By transitioning from outdated systems to innovative, digital technologies, we’re reshaping how the federal government interacts with and serves Canadians. The seamless onboarding of over 600,000 OAS clients onto the BDM platform is a major milestone, and this achievement is the first of many on our path to delivering more efficient government services for Canadians.”
Terry Beech
Minister of Citizens’ Services, Government of Canada
“Our investment in ACCESS HRA allowed us to pivot very quickly during the pandemic to make more services available. We turned on cash assistance in two weeks, and we went from 10% to 90% of benefits applications completed online. Because of the Merative tool we’re better able to serve New Yorkers in their time of need.”

Interim Deputy Commissioner, NYC Human Resources Administration
